Rabat and Moscow have signed a new four-year cooperation agreement in marine fisheries, replacing the previous one that expired at the end of 2024. The agreement, established during the 8th session of the Intergovernmental Commission in Moscow in October 2025, outlines legal frameworks for Russian vessels' activities in Moroccan Atlantic waters.
The agreement encompasses fishing quotas, regulated fishing zones, and biological rest periods to protect stocks, with a focus on combating illegal fishing. It also involves increased scientific collaboration between Morocco's National Institute of Fisheries Research and its Russian counterpart, offering training programs for Moroccan students and professionals in Russian marine institutions. Economically, the deal aims to enhance Morocco's fishing industry, provide job opportunities for Moroccan sailors on Russian vessels, and elevate the role of the country's southern ports as regional economic centers.
