The Minister of Finance, Anton Siluanov, has asked to delay the consideration of a bill until autumn 2026. The bill aims to prevent bookmakers from accepting bets from minors, debtors in enforcement proceedings, and legally incapacitated citizens of the Russian Federation.
Alexey Grachev, the head of the SRO "Unified Regulator of Gambling," suggests that the postponement could be due to the bill's unfinished nature. Currently, children and incapacitated individuals are already prohibited from betting, with guardians overseeing financial matters. However, the situation regarding debtors is more complex, as even after repaying small debts, obligations may not immediately vanish from enforcement databases. Grachev questions the exclusion of individuals in non-property enforcement proceedings, supporting the Finance Ministry's decision to delay the bill's review.
